I take it you think Naruto is better simply because it has violence for the sake of violence? As forZuko being the most developed, he really isn't, he just went through the most changes. He was intended to be the character to go through the most changes from the start. As for the other characters, they've changed quite a bit as well.
Aang is no longer the happy go lucky kid we saw come out of the iceberg. Little innocent Katara has now made a death threat and meant it. Sokka is still a wise guy but he's gone from believing he's useless to knowing he's a valuable asset to the gang. Toph used to be an abrasive girl who seemed to not care too much about anything, and now she admits that she does love her parents (as well as Sokka). Ty Lee, Mai, and them are side characters so they don't really count, except for the bit of background information we have about them.
Avatar is a pretty excellent show that's intelligently written and isn't all about over-the-top violence as much as it's about the characters themselves. Naruto has nice action, but is it even as meticulous as the motion-captured martial arts action in Avatar? Didn't think so. They mostly leap impossible distances at each other and punch each other in the face. I do like Naruto, but Avatar is a more planned and better written show that was meant to have a beginning, a middle, and an end.
