I've had the same thought (i'd take away those verys though) but in a different way. I mean in order sustain an air bubble like the one we see in the serpent's Pass (I take it that's where you're gettin it from) benders would have to be on standby 24/7, and the series has illustrated that bending can be draining. Even if they took turns or something it just wouldn't be convinient, and who know how many benders it would require. My thoughts, simply underwater air pockets.

In the episode "Cave of 2 Lovers" we learn how to individuals are taught earthbending. RECAP: They met on a mountain which divided their two warring villages. By learning earthbending from the Badgermoles, the two built the elaborate tunnels so they could secretly meet, but prevent anyone from following them. One day the man did not show up because he had been killed in the war. The woman unleashes powerful earthbending, but instead of harming anyone, she declared the war over. The two villages helped her build a new city where they would live as one. It was named Omashu after the woman (Oma) and man (Shu). SOOOOO... that means she was the ONLY Earthbender yet we have many earthbenders to date.
The Avatar cycle is Water, Earth, Fire, Air; the average lifespan as shown in the series to date is around 100-150 yrs I would say considering??King Bumi; and I'm sure Aang will marry somebody and copulate hence bringing forth the gene for airbending! And to think his offspring will have approximately around 450 years to repopulate the air nomad community to provide a vast majority pool for which the next Air Avatar can be chosen.
