It was a guard that asked her, not Azula. I don't take her line as an actual indication that her and Zuko or over. Just think how illogical it would be for Zuko to dump Mai in the cell after he tries explaining to her that he's trying to save his country. Also, on the war balloon, he tells Sokka that he didn't want her to get involved because he has feelings for her. What magically made him forget those feelings and drop her on the spot?
Mai is very sarcastic, she takes Zuko's departure seriously and still doesn't exactly understand why he has to do it. (Mai's really only seen life through Fire Nation royalty, Zuko witnessed first hand what's going on around the world, making it more difficult for her to) But this doesn't stop her deep feelings of love to betray her best friend and her country and let her traitor boyfriend live. Even with Zuko being as thickheaded as he is, he's getting better and I'm sure he realizes what Mai's doing for him, thus increasing his feelings for her too.
