You've got a point with Toph metal bending. But Bumi can ben only using his face. And Bumi can bend giant statues and rocks, bigger than Toph ever did. And being the best bender isn't only about raw power. Also about the way you use it. The speel with you can shoot the rocks, fire, water and stuff.
The last point is also one of the reasons I think Jeong Jeong is the strongest firebender. He is the only one who can create mssive walls of fire to block attack and attack with them at the same time, as he did against the tanks, that was the most impressive bending I've seen during the Comet. And he is the only one we have seen to hang still in the air, While Ozai and Azula only manage the shoot themselfs in the ai. And he can let flames burn on the water, to block Zhao's fleet. That wall of fire was massive. And very precise.

In the season two finale Azula threw up a wall of blue flame almost as big as Jeong Jeong's that pretty much evaporated Katara's attack. It should be noted that Blue fireis more difficult to summon than regular fire, and yet Azula was able to do it instantly, whereas Jeong Jeong needed a fire seconds to concentrate. We saw something similar from her in "The Chase" too, when she blocked everyone's attack's with a curved wall (more tricky I presume) that she maintained for several seconds easily and could probably have lasted longer (again, this wall was created instantly). It should also be noted that Jeong Jeong's wall of fire, while impressive with its size, was fairly weak; Zhao was able to walk through it like it didn't even exist. By contrast, Azula's walls easily blocked whatever attacks were directed at her. Moving on to flight, Jeong Jeong was only able to hover during the eclispse. And while his hovering was certainly an impressive feat, Ozai was able to do the same. Not only that, but Ozai was also able to fly so well that he rivalled Aang on his glider. So Azula trumps Jeong Jeong in walls of fire and Ozai trumps him in flying.
So, anyway, here's my ranking:
Fire:
1: Ozai (prior to having his bending removed)
2: Iroh (now #1)
3: Sane Azula
4: Post FBM Zuko
5: Insane Azula
6: Combustion Man
7: Pre FBM Zuko
8: Jeong Jeong (sorry, gotta be honest).
9: Zhao
10: Colonel Monkegue
Earth:
Hard to say really. Obviously Toph and Bumi are the candidates for the first position. Toph most likely has more raw strength, but it should be noted that on Avatar, it is quite rare for people to win fights purey with strength. Application is also important, and no matter how strong people are, they usually get trumped in the end by crazy smart people (see the Azula/Zuko Agni Kai for proof). Nevertheless, it seems apparent that once she is a bit older and has more experience, Toph will easily trump Bumi.
Water:
Similar answer to Earth, but with Katara and Pakku.
Air:
Aang.

Pakku was holding back when he fought Katara, and he froze water during the S1 finale (along with many other waterbender's meaning it's a common technique) and Sozin's Comet. And Katara can only bloodbend during the full moon.
He was also doing some crazy moves in S1. I wouldn't count the old fart out.

I agree that Katara is stronger, but your reasoning doesn't make sense. We haven't been exposed to that many waterbenders, and I believe we have seen Pakku freeze water. I could be wrong, though. Also, we didn't see much of Pakku so you can't assume he didn't do much. Pakku also uses advanced techniques in waterbending. He taught Katara. You have to be amazing at something in order to teach it. We don't know if Pakku could beat Azula or not, but I'm pretty sure he could. It wasn't a matter of strength, but just of using your surroundings to help you. |

Okey, you've got som good points there. But about Jeong Jeong's first wall of fire, I think that was more to intimidate or distract Zhao's men. Because if that was his full power, he couldn't be so strong in the final. The comet boosts the power very much, but I don't think it can turn a weak wall of fire in to a tank destroying wall of fire. And Zhoa also sa??d "My master gave up fighting a long time ago." Because he is scared of his own power. He has probably seen somethink traumatizing in the army, and now he is scared, until the seasons final, when he realized he could use his powers to restore his mistaked and help end the war. The first time he was realy in a fight sinse he left the army was in Ba Sing Se. And you are probably right about Ozai, Iroh and maybe Azula being stronger than him. But I would put him at least number 4 or 5 in the list. He sure was way more powerfull than the pre FBM Zuko, and the pre FBM Zuko managed to block some of Combustion man's attacks. I think Jeong Jeong rivals with the post FBM Zuko. And we only saw him fighting once so we can't say for sure, just like with Bumi, and Pakku. Maybe we will learn more in a book 4, if that ever coms. Fire: I would probably say Ozai because Iroh's just too old, and if Jeong Jeong was stronger than they would have gone to him to defeat the fire lord instead of Iroh.
Water: We havent seen Pakku fight to his best, but Katara is the best one we've seen,
Earth: I'd say Bumi is a better Bender than toph, (he's had 100 years of practice), Toph can do some things that he cant (metal bending and see with the ground) but his bending is over all

You make a good point. I change my ranking (see above). You're right that Jeong Jeong is probably a very good firebender who knows a lot more advanced moves than others, but I really just don't think that he can compare to Ozai, Iroh, Azula, or Zuko.
