WTs move is mostly on homeland defense:

In the ST, bending schools are being established to help swamp benders improve their techniques. I also sent them armor for when or if they go into battle.

Benders all have over a gallon of water with them for easy bending. Soldiers have advanced weapons they are trained with. They are steadily heading west, in defensive rows.

Sokka gathers together about 12000 soldiers, and they all are sent on ships to the Capital City. They begin raiding the city, taking all the food, vegetables, and everything they can carry. In addition, they take FN tanks, and the Metalbenders rip them apart to the EK; including the FN airships. Azula immediatly rushes down to her barrier; however, only 7000 soldiers are above ground. There is 5000 soldiers underground, ready to lurge at their opponents. The soldiers all leave, leaving Capital City in pure destruction, and we now have several airships, that we use to build an airship fleet; the FN is given a fair warning not to mess around with the WT or the EK. Earth King Sokka, taking the airships, orders more to be produced. The EK sends a letter to the WT, saying they are safe from the FN and the AN, for the EK's power is uncontested. AS A RESULT:

-FN capital city in shambles, palace remains intact, food is pilfered. -EK gets an airship fleet -the FN is duly warned

I believe that there should be some sort of change in men; the FN's soldiers are basically brought down by me; 12000 soldiers are then shipped from the ruins of Capital City to the east, where we occupy all the islands; any attack from the FN and we won't stand for it, and we WILL defeat the FN. We've spared them, but our soldiers will lay siege of Capital City.

Hearing the threat from Azula, 15000 more soldiers are gathered, and attack, using the few airships Sokka has produced, the lay siege on the ruined capital. They attack Azula; though Azula is slowly beaten down, and finally is held captive. The FN probably has fallen, due to the fact that we've already sent a big wave of soldiers, and then sent another one once more, the FN must be pretty ruined. The FN was duly warned; they were given a chance, however they ruined it. haru now occupies the FN; he places 5000 soldiers there. Azula is captured and placed in Omashu's prison; she will be released only if she pledges to join the EK's cause. All her soldiers weren't defeated; they're just shocked and are all being held at Capital City, unable to leave. Sokka's soldiers are scattered across the homeland with no seemingly plan. If an attack comes on the EK, 1/2 of the men will fight 1/2 will gather more men.
