THE EARTH KINGDOM MOVE
Sokka sits down to another day of domestic talk. Finally, he gets fed up. Not with the people; he is fed up with the fact that some of the problems he didn't get to know about. There was a gang of robbers tormenting the East Coast? There was a market drought to the south? The Kyoshi Warriors had falled seriously ill?
Sokka, as it has been known to all many a times, is quick to take action. He divides up the Earth Kingdom into four sections: the northern section, southern section, eastern sections, and western section. Each section will be treated as though it is a state; and will get the chance to send 10 rich people and 11 poor/middle ****folk to represent a Senate. The Senate will be in charge of maintaining the domestic land. They will be voted a different set in each different turn. Sokka will remain the ruler of the Senate and the Earth REPUBLIC.
The Senate has no influence over anything more than their district; however, the people gain more power. If anything that could affect the wealth of the people will be voted on with the people. If Sokka still deems the action would be vital for the 1) prosperity, 2) protection, 3) power, of the Earth Kingdom, the law will still be carried out. But the people will get a say in the verdict. The Council of Five is in charge of the military; Sokka being the ruler of it all. The northern districts' capital is Ba Sing Se; the eastern district: Omashu. The southern district: Kyoshi Island. The western district? Ba Sing Se.
As well as getting an Earth Kingdom citizen say in government, a Water Tribe say is also given for the people. As per regulation with the EK, 10 rich men and 11 poor/middle ****men will be elected into the Senate. The Senate governs the people. It is for the people.
All men get to vote; men AND women. Sokka realises that women have feelings. Women have a voice in government for the Earth Kingdom. Those 21 men (108 people in the Senate at once) could very well be women as well.
Sokka realizes something else: in giving 108 people representing the people of the Earth Kingdom, there could be mutinies; there could be coups. By placing these men, they could hurt Sokka. So, Bumi is given the task of collecting 1,000 benders from the army: 600 Earthbenders, 300 Waterbenders, and 100 non-bending soldiers (50 EK and 50 WT) to create an 'EK Imperial Guard' type role. It will probably take 1 turn to train them. Until they are trained, the new system of government won't take place.
At any rate, the EK Imperial Guard's requirements are:
WATERBENDERS
-being elite in Icebending, Bloodbending, Waterbending, and Healing; also having some battle sense.
EARTHBENDERS;
-being elite in Earthbending, Metalbending, and Sandbending; also having some battle sense.
NON-BENDERS:
-being experts in weilding the sword, the spear, the axe, and all weapons that the EK can create; also having the flexibility and training of the Kyoshi Warriors (lacking the uniform), being able to swim, keep boats afloat, etc; also having some battle sense.
The Earth Republic(to-be) will now not attack any nation unless the nation attacks them first. The Earth Kingdom will also create a counter-attack defensive system; if a country attacks, 1,000 men will be sent as a holding-force; then the final blow will come.
