Who knows? Perhaps she simply didn't know at the time that the water could bring back the dead, and was saving it for something special where she was certain it would work. Perhaps she didn't have it at the time. Perhaps it was simply a direction of the story forced by the writers, who knew that the spirit oasis water was needed later, and simply left it out (in fairness to them, Lake Laogai and Crossroads of Destiny were done by different writers, so it makes sense that some of the details weren't perfectly seamless). Perhaps it was simply fate. My money's on the last one. Katara never used it on Jet for the same reason that Aang and Iroh's arrival stopped her from using it on Zuko - it would be needed for Aang. Indeed that may be yet another piece of shipping symbology inserted by the writers; just as both Jet and Zuko could have used the spirit water, so could they both have been the recipents of Katara's love. But in the end, Aang had the greater need. And the greater love.

Since nothing major had happened prior that explains Katara's sudden obvious attraction to Aang, it only makes sense that she had been harbouring feelings for him for some time.
