You have to. I doubt the people who made movies like Saw or The Hills Have Eyes were expecting to PG ratings. And so M. Night knows what content will or won't be allowed for whatever rating he's shooting for.

Yah thats true but if the movie is genuinly good and flows well like the avatar series did, then it would draw more people into the series than an ok movie would.

Yes they could aim for a particular rating but whether they get it is an entirely different matter, because its a different organisation, I believe the organisation that deals with censorships in a particular country, that issues the ratings.
