I'd say yeah, because Zhao was considered a master, and Zuko is now way more skilled than him.
I think the creators use Azula or Iroh as a gauge for a firebending master, even though she can take like three master level benders at one time without any trouble.
Compared to them, no, Zuko isn't that skilled. But compared to other "masters" of the series, he is easily at their level.
Well of course Zuko is a master, he was trained by his Uncle ever since he was a kid and we all know how powerful of a bender he and his uncle is. That and he is training the avatar.

Plus, when Zuko tried to go up against Combustion Man, he got flicked out of the way like a pesky fly.
Not saying Zuko's weak, but he definitely doesn't roll with the best of them...yet.

Jeong Jeong may know how to use lightning, but felt that the people he fought required such skill level.
In which case he would definitely be unstoppable.

It seems like you just have to be able to forceably detach emotion from battle.
When someone is trying to kill you, you'd be suprised how cold and distant you can become, so the idea that you have to be completely insane or emotionless doesn't seem to hold up.
I haven't seen the show in awhile though so I may be missing something.
