    Considering the Earth Kingdom uses metal prisons to prevent earthbending, it is a skill not everyone posseses. Though Toph is a very strong Earthbender, she won that competition in a breeze, and I remember her beating up the Dai Li as if they were nothing. In fact, the only earth bender that might be stronger then she is, is King Bumi, I can't think of anyone else.

    Katara could've frozen the water. But Toph... I don't know why she would be such a big help. Considering Sokka was disguised as a guard, he wouldn't have needed to break any doors or something...
