Their creatures of legend from a fantasy universe. I see no reason in explaining the exact origins of each single creature. They do explain some of the animals and spirits history and their effect on the world. I dont know everything about Naruto but I dont recall ever seeing an explanation for how creatures like talking toads or 9 tailed foxes can exist either. They are legendary creatures and their origins are supposed to be a mystery.
It is still correct to say though that a lot more explanations are given in Naruto than Avatar. Us fans are left to speculate a lot about things in Avatar that haven't been explained but thats a part of the fun. And as much as I like Naruto a lot of fans find the anime's biggest problem the need to explain every little detail. This explains the long length and slow pace of the show whereas Avatar focuses almost solely on the main story line but in the process leaving some things open. Each show has its own ups and downs.
As for character development Avatar has plenty of it. More interesting in Avatar are its flawed characters. Aang is the most powerful bender on the planet yet he is reluctant to help. He has grown a lot since the series but I agree that he has not undergone enough change seeing how he is still reluctant to defeat the firelord. His character development has not yet been completed.
