Yup, season 3 - third disc under "Bonus Features". The reason it wasn't on the 'season 1' set was because at the time the producers couldn't clear music rights to use the Tiny Tim song which was predominately featured in the episode. Obviously, by the season 3 release, the rights were acquired. Season 1 always seemed incomplete to me until the season 3 set rolled around and the episode was included. So, it's all good.
