When it comes to the worst season of SpongeBob, people are gonna say either season 6 or 7. For me, it's season 7 because there's weren't that much flawless episodes and the stories were unoriginial. Plus, the locations are lacking in variety since Krusty Krab is used too much. Now I know that season 6 may be the start of decline (I'll admit that, but only because it had my least favorite episode, which is now Squid's Visit, my hated on Splinter had toned down), but at least that season used the Krusty Krab half of the season unlike the 7th season.
