    I guess they didn't want to ruin the schedule, since Reef Blower was a short episode.

    That's defintely possible. BUT, so were the other two episodes that aired with it.

    The reason they didn't include Reef Blowers or any specials is because they are either to long or too short to be in the 11-minute time slot. Pranks A Lot? I have no idea why that isn't there.
