    I'd say it's separate, just as the Fire Temple was separate from the Fire Nation, the other shrines maybe separate too. Except maybe the Southern Air Temple, since they don't concern themselves with the rest of the world, they're unlikely to want to conquer it.

    Not really, the Fire Temple was about that size and it didn't look??that small from the inside. Maybe it's just how far away it is.??
