Hurricanes are capable of loosening a tree from it's roots and throwing it up to 160 miles per hour in any direction. Tornadoes are capable of a similar technique but with less force. Keep in mind, one of the main causes of deaths from a tornado involve a piece of household furniture -some made out of wood, hitting the victim at extraordinary speeds. Waterbenders could possibly bend the water in wood to have some degree of control to use as a projectile but not even close to the destructive power an Airbender could invoke using wind to manipulate wood (trees).

    Airbending would be closest.

    sorry, that's retarded

just because wind can blow stuff around doesn't mean airbending can manipulate plants

don't forget... Hurricanes/Tornadoes also blow around dust, mud, rocks, and anything else that happens to be lying around
(or perhaps things that are rooted deep in the soil for more powerful winds)

    Tornadoes in water=waterspout

and plus... although hurricanes are gargantuantuous in size, doesn't mean they hold more powerful winds than tornadoes... the most major wind related damages are caused by tornadoes forming inside the hurricanes

thats just the fact that strong winds can move things... so can floods, and explosions, and earthquakes
