Seems someone sees in black and white instead of shades of gray. No nation is purely good, your going to find dark characters in each nation. Look at the Air Monks who ran the Southern Air Temple. They decided reveal to Aang his destiny before he was ready and overlooked his human needs. While their intentions were good (C'mon, they knew trouble was rising from the Fire Nation and only the Avatar could keep balance) it was a mistake to push the boy. Look where it got them. And the Water Tribe has their faults too. We just didn't get to explore the depth of their culture to see it. Hahn wasn't a very admirable youth. He a self-centered lad seeking tribal power and glory.
General Fong: Call him mad? The guy's extreme but I don't think he'd go so far as to actually let Katara fall into fatal danger. Yes he came close but he was only doing what he thought was needed to win the war quickly. The people of the Earth Kingdom are dying. Like the Air Nomads his intentions were good but his methods questionable. His men consider Fong one of their own, that has to speak something admirable about his character. And not all leaders are good men. I???ve read characters who were despicable men, but brought their realm such prosperity and power I???m willing to overlook their true character. Sometimes you have to see the forest instead of the tree.
Loa, Toph???s dad: He WAS keeping his daughter in a cage, but he was doing that to protect. Yes it was paranoia but also see he loves his daughter unconditionally. He was just a father trying to protect his baby. Heck, I???d be a bit worried if he was totally al right with Toph facing those brutal men. She???s a capable Earthbender, but don???t to blind to the fact she is a little girl! He had every right to be worried and angry finding out his daughter went into those dangerous conditions. He???s just a normal parent and his reaction was perfectly healthy! Any good parent would have done what he did.
General Sung: The old man is incompetent and shouldn???t in charge. Yet one of the higher ups who is even more incapable than Sung put him there.??Probably just some high nobleman who would look good at the top of the wall.
Tong: He brought me giggles. And I???m not sure his anger was totally misplaced. How would you feel if someone murdered your beloved patriarch and source of inspiration.
