They're probably trying to tame him so they can use him. But he probably won't let anyone else ride him because he was taken from Aang.

Well he looks like he wa sthrown in the dump and beaten well I think it happend cause of the Sandbenders and that the people tried to restrain him.

update,

I just watch that video and I got to say: what are you people smoking??? caz that look like at best a very dirty appa, one still uncolored frame is a hint to nothing!
