    No because the cabbage merchant is merely a backup character who does not dwell in any group of waterbenders. The fact is, no one knows anything about the guru except he is old and still springy, he had some crazy vision he was to help the avatar, and we don't know how he is to help him. Now think about what could possibly help aang at this point in time. Obviously the biggest thing is how to get a date with Katara, JK, but the next biggest is learning the final element, Fire. Unless the guru is the HITCH of the Avatar world, we can assume he has to help aang learn bending somehow, and right now aang needs to learn firebending.

    Firebenders for the most part are caucasian(Water-Tribers being African and Earth Kingdomers being Asian)

    So...based on his race I don't he's a firebender

    Interesting idea, but I don't see it. The Guru is there as a spiritual guide for Aang. He will not be a skill guide, but instead I think he will most likely help Aang find reveal a secret about himself. I believe it is going to be an inner exploration. Pherhaps Aang will find something inside himself. Or maybe he will help Aang find out about what happened to the other Airbenders... Anyway, all I'm saying is that I personally don't think he's going to be a bender. He is simply going to be a guide.

    P.S. This is kinda off-topic, but who says you have to be a bender to be powerful? Remember the YuuYan Archers? They were TIGHT!
