I've said before that Aang will have to use the Avatar State to defeat Ozai. Thus, he'll need to give up Katara.
So the short answer is "yes."

The only reason he almost died at the end of season 2 was because he chose to go after Katara when he should have been mastering the Avatar State. If he'd chosen non-attachment, like a good little yogi, the war would be over by now. |

Katara does this because she doesn't know that Aang needs to let her go. If he just told her, I'm sure she'd understand in a heartbeat.
But the giving up thing doesn't mean he has to stop loving her all together, he just can't emotionally attach himself to her when the world needs to be saved or something.
Look at Ta Min, she and Roku obviously loved each other, but when the time came, Ta Min had to know when give him up. Same goes for Katara, she has to know when to give up Aang, and Aang has to know when to give up Katara. If Katara wasn't there, I think Aang would have gone insane a while ago.

Aang being shot by Azula wasn't Katara's fault at all. In fact, they might have been in a worse situation if Katara wasn't there; she put up an amazing fight against Azula, and Aang would have stayed dead if Katara wasn't there to heal him.
Without Katara, Aang would still be in that iceberg, and the world would be even more messed up. So Katara plays a huge part in the show.
