Well "Tales of Ba Sing Se" was a filler in my opinion. With only five episodes left until the end of the season I would think they'd start focusing on the potential coutnerattack against the Fire Nation. The things I want to see:
    -Aang meeting the Earth king
    -Zuko learning to bend ligthning
    -Aang vs. Zuko
    -Aang vs. Azula
    -Zuko vs. Azula
    -Toph vs. Azula
    -Katara vs. Zuko again!
    -Mai meets Zuko
    -Ty Lee meets Sokka
-A full-fledged attack on Ba Sing Se
    -The Solar Eclipse

Think they can manage that in just five episodes?

I was SO DISSAPOINTED when the spoilers said that Katara and Toph would get into a mud-bending fight, and it ended up that they just beat up some snobs.

It wouldn't made a nice addition to the episode, you know, with Toph just as a joke throwing some mud at Katara, then Katara returns the favor and soon they're pulling all these crazy mud-bending moves, to make up later when the snobs make fun of Toph.

People've been wanting a Katara/Toph fight for a while, especially the Taangers... but I suppose they had a limited time so they just did what they could.

Its human nature to like the first thing you see/get used to. Season 2 is not lacking action. Too much action and it gets rediculous. The most important thing is story. Remember, Avatar is a really short series. 60 episodes to show how a group of friends stop a world war and brings peace to everything. Thats the thing with American shows, they tend to be alot shorter than animes that usually go in excess of hundreds of episodes. It must be a real challenge for creators to supply a good enough story in such a small amount of eps when its somethimg so big we're dealing with.
