Which season are you talking about? Do you mean World Tour, episode 5? If so, then 50/50 split. It is a reward episode, although Chris did literally decide when it's a reward challenge or not. A reward challenge was always going to happen and episode 5 just had to be the first.
If your talking about Island, then no she didn't get lucky. She actually strategized to get people out (see Justin, Eva, Trent, etc.).
In Action she hardly did anything antagonistic and was actually, in some way, unlucky to get voted off instead of LeShawna.
In general Heather is one of the best contestants on the show thus she's good, weither or not she's betetr than Alejandro is up for debate though.

She made it to the final 3 twice and was always on the team that got the most wins. Make what you will of that.
