Gary meow's like a Cat, but in 2 episodes, he barked. So, Dog or Cat?

Cat.
He barked in Opposite Day because everything was opposite, meaning he barked instead of meowed. I don't know why in the other episode though.

No, in that episode,, you mean in the part where Gary was trying to teach Spongebob how to tie his shoes at the end of the episode before the song, actually Gary roared like a lion!

Even if he did bark, which was only in one episode because he was being opposite, he meows in every other episode, so he is the Spongebob version of a cat.

Cat, of course. Like PokeSponge pointed out, he barked in Opposite Day when he had to do the opposite of everything, which just proves it.

yeah, he's a cat.
oh, and I think the other episode you were looking for was Once Bitten. He didn't really bark, but he was snarling like a dog would.
