    The episode and place where they were holding Jet is named after the short name for the Chinese prisoner policy of using convicts for labor. Thus that's what they're probably doing with Jet and other brainwashed victims.

    If Appa fled to Ba Sing Se after the attack by Azula, Mai and Ty Lee in episode 36. Perhaps the rumors are true about Appa being held by Dai Li and Long Feng. That would mean Jet has seen Appa and if he meets up with Aang and friends they could try to deprogram Jet so that they can get the information about the prison from him. (Spoiler from episode 37: Lake Longai)
