I'm not entirely sure about the airbender, I always assumed it was Aang but it's hard to tell because you can't really see any facial features. The firebender is clearly Azula and the waterbender is Pakku. As for the earthbender, I read in an interview that he was the prototype for Aang earthbending teacher.
"TZN: What was the biggest element to the show that you hadn't envisioned when you started it?"
"KONIETZKO: Toph being a girl, probably (both laugh). She was going to be a big, muscular guy, which is why that joke from the panel is funny to us (referring to the upcoming "The Ember Island Players" episode -- ed). In fact, the guy in the opening title sequence, the Earthbender, was kind of a prototype of Toph, but Aaron Ehasz, the head writer, just really pitched that she should be a girl. And actually, I fought it for a long time, but I totally came on board, and now she's one of my favorite characters. Once I was on-board, Mike and I came up with this idea that she was beating up all these big wrestler-type guys, and now I love her. I love that she's just a tiny, 12-year old girl that kicks butt."

Water Is Master Pakku
Earth is the male version of Toph (the one they were planning to use but didnt, Also known as Rokus Earth bending teacher)
Fire is Azula
Air is Monk Gyatso
Okay, I read all of the posts and I want to sum this up somewhat.
We can all agree that Master Pakku is the waterbending man and that Azula is the firebending woman. Right? Right.
Now for the earthbender. It's true that Mike and Bryan intended on having him as Aang's teacher and later it was changed to the Toph model to teach Aang and based on the two pics that where shown to us by BradyBannister5 (thankz) this guy was later made into Roku's teacher, Sud. Good? Good.
The last is a bit tricky. For all of the evidence isn't here yet. It is true that the airbending man is not Aang for this guy has a mustache. I watched the beginning of an episode and Yes! He has a mustache. But he looked like either Aang with a mustache or a younger version of Monk Gyatso. ???
I'm stopping here for discussion.
And Blind_Legend you said he was Monk Gyatso. If he is, then how do you know or where did you find this info?
Firebending: Azula
Earthbending: Male Toph(before they made Toph a girl)
Waterbending: Pakku
Airbending: IDK,It certainly isn't Aang.And I don't think it is Monk Gyatso
