    She has more than power. She has power, knowledge,a well-rounded elite team and an entire city ruled by her. She was smart enough to take over Ba Sing Se and the Dai Li as well. I think that qualifies her.

    azula is the most villianous, but she's FN, so she's supposed to be evil. the dai lee, on the other hand, is supposed to working for the EK. so i'm not sure which one is really the most effective villian now.

    Well the Dai Lee think what they are doing was necessary for peace whereas Azula knows what she is doing is evil.

    I thought at least someone would vote for Long Feng or even Zhao. They were good, but I guess Azula is just better.

    Well,??since Zuko's goal in life??is??opposing Aang's then he was a villain. Being against the main character makes him a villain. Being a villain does not mean that a character is evil. That's why Zuko is such a great villain.

    And that's what makes her a HUGE cliche.?? She has got the henchmen, intelligence and power (these two make her more boring than ever since she has never had to work for anything and is just a spoiled brat) and taking over a city with a coup is a HUMONGOUS cliche. She is doing nothing original so she's a bad character.

    Zuko wasnt that much of a good villian because we knew there was good in him. But Azula is pure evil, which makes her the best

    Yeah, Azula is defintely pure evil! Zhao isnt that great because he kept getting outsmarted by Zuko. The Dai Lee isn't really evil either, I'd say a better word to describe the Dai Lee would be Corrupt.

    I agree, while everyone else was standing around, Azula kept her head and seized the oppurtunity. She also took control of the Dai Li. She was able to do this because she was stronger than them. THerefore she is a better villian!

    She has to be extremeley evil, villians don't go around pickin' flowers. She's not just evil, she's inhuman, which makes her better. She makes Zhao and Long Feng look like pixies.
