No. Ozai and Azula are much better than Zuko.

It depends - by toughest do you mean the most powerful? If that is the case, then I've already posted my answers to this on another thread. But if "tough" means simple tougness, no bending involved, then I have to put together a rather different list to other people:

Air: Does Appa count? Because if he does, then Appa wins the raw body strength and endurance contest.

Water: Quite frankly, Hakkoda is the only Water Tribe person we've seen so far who goes in for the non-bending type of "toughness".

Earth: The Big Bad Hippo - this guy can simply stand there unmoving and let giant boulders smash apart as they hit him - not even Toph and Bumi can do that.

Fire: Combustion Man. As well as his great height and buffness, in WAT when Zuko tried to kick him, CM didn't even seem to notice - the kicks just bounced off. Maddokos - I was sure you'd be with me on this one

Well if we are able to include any character we met in the series in the list, then:

    Air: Avatar Aang

    Earth: Avatar Kyoshi

    Fire: Avatar Roku

Water: I'll be different here we never knew too much about the last water avatar, so here I'll say Paku.

Maybe the question could be better if Avatars are not included?

    Water- Pakku
    Earth- Toph
    Fire- Iroh
Air- if we can pick dead peaple, i'd say Avatar Yamchen, since we don't even know how powerful Gyatso or any other airbender is, if i can't pick dead people, Appa.

    Water: Pakku

    Fire: Ozai

    Earth: Bumi

    Air: Aang

To say Toph is the better earth bender because she can metal bend would be like saying Zuko is stronger a bender because he can re-direct lightning and Ozai can't. While impressive a feat, and surely you could probably justify Toph as the strongest earth bender as easily as Bumi, I believe because of experience alone, Bumi is the stronger. We've seen extraordinary bending from all the major benders, and each have their following, so you can likely argue for each and every major bender in their category. Just my opinion.

Aye. Good to see another CM fan in the house. Yeah, I mean, Combustion Man was the only foe that the Gaang ever had to face that they simply could not take in a stand up fight. Amirite? It was simply impossible to fight him with direct attacks because his blasts just blew right through any bending they threw at him.

Yes, Combustion Man was one of a kind

Come to think of it, that is actually another potential storyline for a new series of Avatar - the adventures of Combustion Man! We could find out how he learned that attack, how he lost an arm and a leg, how he became an assassin, etc. It probably wouldn't fill up an entire series, but it would make for an interesting episode or two, amirite?

Absolutely! In fact I've already suggested that: "The Combustion Man Chronicles"

Yeah, there is a ton of backstory there. I read on the AvatarSpirit site that when he was younger, before he'd learned to control his powers, he accidently blew off his own arm and leg. I don't know if their source for this is official or not though.
