    It would have been Palpetine/Darth Sidious if he still ahd the Clone Troopers in Episode 4-6.
    Clone Troopers > Storm Troopers.

    Fire nation soldiers were pretty bad but they never fired at complete open targets in the middle of a hallway and missed

    Well the storm troopers are pretty lame, but the Republic Commandos made benders look like four year olds playing pretend in their back yards.

    Whisch soldiers are you talking about? The firebenders, or the regular guys with spears and swords? If it's the regular guys; well I got the impression that they're pretty much just canon fodder who've been given a few weeks training before being thrown into the front line fighting. The firebenders on the other hand are pretty sweet. In season one we mostly only got to see them getting beaten up up the gaang (expected), but in "Imprisoned", six of those firebenders managed to hold theor own against an entire mob of angry earthbenders armed with a small mountain of coal. We really didn't see much from the firenation soldiers in Season 2, but the Imperial Firebenders looked like they could do some damage, especially in the finale (admittedly they had Sozin's comet, but still.

    Itshould also be noted that the firenation has a number of elite groups of warriors who are very good indeed. Even though they only appeared in one episode, the Yu Yeng archers kicked some serious butt. The Rough Rhinos never managed to capture either the gaang or Zuko and Iroh, but they were definitely a few cuts above the rest (even Iroh talked about them with respect).

    And has anyone else noticed that the vast majority of the best fighters all come from the Fire Nation? Seriously, they've got Iroh, Zuko, Ozai, Azula, Mai, Ty Lee, Piando, Combustion Man, Zhao, Jeong Jeong, the afore-mentioned elite teams of soldiers, and who knows how many of the masters of combat. For the Earth Kingdom it's just Toph, Bumi, mabye Long Feng, the Kyoshi Warriors and possibly some of the earth benders from "The Blind Bandit". There's also the Dai lee, but they ended up joining Azula, and so are technically "Firenation Soldiers", even if they are earthbenders. For the Water Tribes it's just Katara, Sokka (I think we can count him now), Pakku, Hama, and mabye Hakkoda. For the Air Nomads it's just Aang and mabye Gyatso and the other chief monks.

    In short, The Fire nation > Everyone else.

    You're forgetting the Dai Li, though they did eventually side with the Fire Nation.

    Stormtroopers started the 100 vs 5 thing and still get pwned so I'll say they're the worst. At least the Fire Nation Soldiers actually killed people, and like Axrendale said there's many different divisions you could be talking about.

    You do realize Azula took over Ba Sing Se. The Fire Nation soldiers just occupied it. They did nothing to capture the city.

    The thing I like about portraying mooks in Avatar is that the creators usually treat them seriously: i.e. the mooks have a certain realistic level of threat (some less, some more), and the protagonists have to cope with it by legitimately defeating/outsmarting them. Not to mention many of those minions actually had personalities, and interacted with others. On a few occasions elite mooks even managed to (momentarily) defeat some of the heroes (the above-mentioned Dai Li, Rough Rhinos & FN archers come to mind). This is something that adds realism and interest to a show.
