At its highest level waterbending is by far the most powerful.
It has excellent attack and defense.
Healing obviously.
AND master waterbender can manipulate the water inside plants and human and have full control over the person. You could extract the water and kill the person or just control them completely.

Not all waterbenders can control people like this.
Katara is good but she still has more she can learn.
The guru-person in "The Swamp" manipulated plants and he could do the same to people, like other very powerful waterbenders.
Waterenders can kill people easily (if they want to).
They can freeze people completely in a block of ice, then shatter it.
They can drown people with the greatest of ease.
They can impale people with ice shards and and spikes...
