Well there have been Avatar magazines that have stated that all the nomads were benders but this has yet to be??confirmed or denied by the show's canon so until then who knows. If they were then I'd guess it comes from years of focusing on their element and living only in their respective areas (The temples). The Females lived in the Western Air tribe. As for seeing female Airbenders in the episode "Avatar State" when Roku is talking to Aang about the past avatars the airbender shown is female and also has hair unlike the males. If they were celebate then there wouldn't be any other nomads but who knows what their ideas were on this?

Yes, they could all bend.
I think the women were at one specific temple of their own, and air nomads were also, well, nomads, so chances are, they also had children with other people from other cultures and bending heritage.
