you haven't taken into account all the rebel areas that you still have people I am sure that are still attempting to maintain their towns (kinda like a "Red Dawn" scenario)
you have the rebel soldiers from Omashu living somewhere outside of Omashu (or New Ozai which ever you prefer)
then there is the town that was the setting for "Zuko Alone"
you still have Haru and his family's hometown which I am sure they have liberated again by now
and of course, you have the Northern Air Temple colored in red but they were able to stop the Fire Nation from taking over that temple
YES - there is still hope when you add the Northern & Southern Water Tribes in there and of course, we know it is just a matter of time before Bumi "stops waiting and listening" and takes action....

The??Northern Air Temple is indeed colored red... you have chameleon bay colored orange (or whatever that bay is called).... the Northern Air Temple is the mountains directly below the??Northern Water??Tribe.??
