    Is this ozai after he's been defeated? It looks like they stuck him on there until the Fire Police come and take him.

    Although it looks like he is inside the ship...

    Sorry for this long post put for some reason my spoiler tags aren't working.

    Alright theory time. Sokka and Zuko break into the prison but during the breakout, Zuko gets captured and taken aboard an airship holding cell to be transfered back to the capital (Mai and Zuko scene). He gets free and him and Azula duel atop the ship as the gaang returns to rescue him.

    Notice the person next to the ladder thingy? Zuko is most likely running towards Azula, who's on another ship which would account for him jumping across and doing a mid-air kick of a blue flame.

    I think this all takes place during the Boiling Rock because in the scene where Zuko and Azula are falling you can see Suki in her prison clothes after they catch Zuko.

    At first I assumed this was the scene where Azula met her demise but that was before I noticed Suki's clothes and Azula firebending in front of a building while the sky is red, presumably signifying the comet's arrival.

    The only way I see her surviving the fall is the gaang saving her. This leads to a moral dilemma and she starts hallucinating like her brother, which explains Ursa's image and why she looks so deranged.

    The next part I'm iffy on. In this next pic, the house behind her is on fire which resembles the house behind her in the previous pic. (Then again a lot of asian houses are aesthetically similar so it's hard to tell)

    Here we see Aang bending inside what appears to be a burning building. Fight between them perhaps? I'm not sure.

    Going with the idea that this is from the Boiling Rock, I think I'll speculate further.

    Hakoda and Suki are seen in the ship from which Sokka saves Zuko. And looking at the red, curving upward roof on the ship, it's more of a Fire architectural style. So maybe these aren't warships, but some part of the actual prison of the Boiling Rock? And then the fighting also includes the zeppelins from DoBS, off of which Zuzu jumps.
