They're on top of a war balloon in the first picture. In the NYCC trailer there is a shot of Zuko falling off of a war balloon.

I don't think these are shots of a final showdown between Zuko and Azula at all. More like a skirmish.

But yeah, I don't think that's the finale. It might be near the scene where Zuko and supposedly Azula are seen falling.
