Bumi is a ruler, but he's not the HEAD ruler of the Earth Kingdom, which is kind of like a feudalistic style of government where the head honcho gives land to his generals or other nobles who govern the land independently but (theoretically) swear loyalty to said honcho.

Yes, he is a king, but he answers to a more powerful king (politically), AKA the Earth King. The rulers of the other nations answer to no superiors.

Be fair - Zuko was never encased completely - he always retained some movement (and breathing) abilities.

They weren't baiting them. Okay, mabye they were. That NYCC trailer for the second half of Season 2 was obviously designed to whip Zutara fans into a frenzy. But there was never any baiting in the actual show. Anything that the Zutarians might have seen in the show that they take to be baiting is a prime example of the phrase "people see what they want to see".
