On page 63, they answered a question about her. Here's what they said:

"Is Azula really as evil as she seems? Or is there more to her?

Mike: As all the Avatar character, even Azula has a softer side, though it's buried very deep. As "The Beach" and "Sozin's Comet" showed she has a lot of unresolved issues with her mother. She really feels her mother didn't love her as much as Zuko, and this drives her crazy, literally.

Bryan: There are obviously truly evil people in the world, but in the case of Azula, her repressed emotions and jealousies corroded her spirit and made her become that way. It is possible that she could turned out better in a healthier environment, but growing up in royal family of nation seeking world domination proved to exacerbate her problems. But Zuko and Katara spared her life, and who knows she might have a chance to heal."

Pretty much what I've been thinking when it comes to her. While Zuko wanted his fathers love/respect, he later seen that his father didn't really care about him.

While Azula got her fathers attention, what hurt her the most was the caring person her mother was, didn't seem to give her the love she really wanted out of her father.

I can kind of understand why Ursa treated Azula the way she did. Zuko was clearly the unfavored child, and Azula liked to bully him. A lot of the special attention Ursa gave to Zuko was probably meant to balance the horrible treatment he got from his father and sister.

Ursa was also forced to be more of a disciplinarian to Azula because Ozai didn't correct her at all. So Ursa would have had to again balance out the treatment Azula was getting from her parents.

Ursa gave Zuko more attention to balance the lack of love from his father. Ozai ruined Azula's thinking and made her confused. When Ursa corrected her manners, Azula thought her mother didn't love her. Ursa loved Azula. Clearly, Ozai didn't love Azula, he only loved her firebending skills.
