im 100% sure its him... this is what i like so much about the avatar show, u can watch an episode 20 times and discover something new every time u watch it
example: i just watched ''The Southern Air Temple'' again, and i noticed that there are lying a lot of dead FN soldiers around Gyatso's skeleton, which means that this Airbender used to be incredible strong, defending himself till his last breath... Maybe he truely WAS the strongest airbender of its time (like Aang told his friends in front of Gyato's statue).
