No. In the second eipsode, "The Avatar Returns". Aang used waterbending perfectly in the avatar state.
But remember, in episode 1 of season 2, he DOES make a tornado, but if you watch closely, when he flyes back into the ground, the ground kinda explodes and elevates in stacks, so he WAS earthbending. Also, remember when he first found out about the comet from Avatar Roku? When Avatar Roku was helping him fight, that's exactly what he was doing. He was HELPING him fight. The actual body was still Aang. And yet he was doing a fire/earthbending combo thing with the lava.
