I agree with thefacestealer. It's unlikely that he'd return, but if he did, I'm willing to bet that it would have something to do with the white lotus (hey, that's going in my time capsule!)

I don't think he is. He doesn't have the attitude of one. He talked about how fire was all about destruction when the Order, through Iroh, knows that true firebending does not originate from anger.

Unfortunately I don't think everyone can make a comeback. And Jeong Jeong will probably be one of those we never see again. Granted his story was not tied up, it's really easy to assume he's found another place to hide and stay safe from the Fire Nation.

Well he was smiling for some reason beore his little "Disappearing" act, that could signal sometihng of his return.....though the hobo guy saying "Hey where did everybody go?" Like a hippie then that cancels it out

We must admit he was a pretty deep character though for a minor character who won't be coming back.
Actually, he was one of the most static and shallow characters in the series. There was no change in his personality in the episode, no personal hurdles to overcome. His existence in this show, as suss2it points out, is to dissuade Aang from firebending. His sole purpose was to give firebending a bad name, and also to show why Aang needs to learn Water and Earth first; water is soothing and gentle, earth is steady and strong. But fire is alive, and will consume all in it's path if left unchecked.
