No, not by level. Levels don't mean anything. I was at level five in only about four or five days of signing up. It should be that people who have not posted at least 500 or 700 times should not make topics. See, I've only made one thread, and that was just to help a lost cause...
Many level ones aren't n00bs. Especially the ones who lurk for a little while.
I agree on the level thing. But then, I'm level 6 and still haven't made a thread.

im half way through level 8 and have another profile that was level 7 neither have made a thread.
I was just using myself as an example. I'm almost at level nine and, to be honest, I'm still a noob. I've only been around for a few months and have only made 200 some-odd posts. I'm not going to creat topics and threads until I've spent more time in this place, and even then I will check carefully before I make new ones.

By that logic, we should have no age limits on everything. There could be a toddler who can hold his liquor perfectly fine and drink responsibly, but the major concern is the majority that don't.

I was a noob when I first got here and made several horrible threads that epic failed. I tried to lurk a bit in the begining, and now wish I had more.
Thankfully, it was a time of great upheaval, and White Kobbra made all noobs around at the time seem like geniouses. Nobody wanted to be a useless tool like Kobbra was, so we all learned the ways of the forum on our own.
Nowadays, noobs just come in here and make threads about the leakage of BR, acting like they are the first to learn of it.
I just... I just get sick of it! Maybe lvl 5 is too high, but at least lvl 3...
It'd cut down on noobs, spam, trolls, and lord knows what else.
